MAC Luncheon presented by Blue Cross Blue Shield of Wyoming

Colonel Joseph Horam, MD (Ret.) brings a rare and powerful perspective shaped by nearly three decades of military service and a lifetime in medicine. A retired Colonel in the Wyoming Army National Guard, Col. Horam served 27 years in combined active duty and National Guard roles, including deployments during Desert Storm, Operation Iraqi Freedom, and NATO peacekeeping operations in Kosovo.

Throughout his military career, Col. Horam held senior leadership roles including State Surgeon for the Wyoming Army National Guard and a national leadership position on the Medical Advisory Council for the National Guard Bureau, where he helped shape medical readiness policy, credentialing standards, and force protection initiatives nationwide. His service includes time as a field surgeon, flight surgeon, medical detachment commander, and senior medical advisor, earning multiple combat badges and commendations for excellence under pressure.

Beyond the uniform, Col. Horam spent 30 years as a pediatrician at Cheyenne Regional Medical Center, serving as Chief Medical Officer for the Cheyenne Regional Medical Group before joining Blue Cross Blue Shield of Wyoming, where he continues to serve as Chief Medical Officer. His career reflects a unique intersection of frontline medicine, military leadership, health policy, and executive decision-making.

Now retired from military service, Col. Horam continues to share lessons learned from combat zones, hospital systems, and boardrooms, offering insight into leadership, resilience, ethics, and responsibility when the stakes are highest.
